I think all the above comments are helpful. Bibhav and Maria pointed out some good thoughts to consider. To add, the qualitative piece of your mixed methods program evaluation would, as Bibhav mentions, address barriers/facilitators relating to program evaluation and not so much pre-intervention. Remember, as Janet mentions in class, this is really an evaluation of the program that is already implemented. So the pieces you're thinking about are of the evaluation of the program that is theoretically implemented. And as Adithya mentions, keep your objectives in mind to make sure what you're collecting is meaningful to the program evaluation piece. A logic model is helpful in organizing and, as mentioned in small group, process mapping your program may help identify process indicators you may want to collect.
