Reworded (and now on the posted doc):
Write the null and alternative hypotheses for a hypothesis test of whether only a small proportion of the population is drinking heavily, i.e. whether or not the proportion with PEth>=50 ng/ml is less than 10% (the null). Also set the significance level.
