A couple of additional thoughts: large #'s of people were prescribed opioids for pain management in the 1990's and inadvertently became dependent on them, certain strata are at higher risk for experiencing pain (e.g. pain that comes from intentional or unintentional injuries) which calls for pharmaceutical therapies, and naloxone which is emerging as an effective approach to preventing accidental overdose requires access to care and the ability to administer the regimen (work the device, follow the instructions).
