I have noticed lately around California that there seem to be less businesses and stores around California cities that stay open 24hours a day. This could be due to my personal experience alone and not a statistically and systematically surveyed trend. For the purpose of this assignment we will assume my observation is valid. Several large chain retailers are adopting a policy to “shut down and reduce open hours for our retail stores open 24 hours per day, due to reasons such as online competition and high incidence of theft. The costs of staying open all night with extra security staff and surveillance equipment does not result in greater income and sales for the stores” . (hypothetical corporate policy to increase national sales figures for company XXX)

 · Describe why an evaluation of that policy is informative (e.g., determining effects of the policy, or primarily a test of hypothesized mediators).

Stores having a policy of closing retail outlets earlier or reducing hours because of high crime is informative as high crime locations tend to be in areas of low SES and higher incidence of poor health outcomes.

Specify the outcomes and populations you think most affected or least affected by the policy.

That Overall Survival (OS) for heart failure patients will be significantly worse for racial/ethnic populations in areas becoming “retail deserts” with declining numbers of 24hr open national retail, market, & big box stores. Mediating factors mediating factors to be controlled will be SES, income, transportation options, crime rate, & unemployment rate. Having reduced retail stores open 24hours is inherently more stressful for patients having to travel a long distance because of reduced choices in food, medication, clinicians and employment options. This added stress means it is more challenging to stay healthy when products are not available due to store hour limitations, stock availability, and travel time.  these ·

· Describe biggest challenge to implementing and drawing inferences about the impact of the policy on health.

The biggest challenge is the economic motivation behind the policy and the closure of stores is being initiated to increase shareholder value for the company. The business development people at corporations should incorporate different statistical models of analysis to examine if instead their stores could overcome losses due to competition or theft by other policy interventions to avoid retail deserts.
