You could check out our website (http://cvp.ucsf.edu) to get more information on the PHOENIX project which is working with the 21 public hospitals in CA to create a repository of innovations across the public hospitals' network. I think targeting the CA Public Hospitals Association might be a good idea once you are ready to engage policy makers at the state level.
