I am a little confused about what question 9b is asking. If a child is born in August but is 5 years 3 months at enrollment, is the question suggesting that they are starting school at a different time (ie later than September) than September-born children? There's no other way for an August-born children to be 5 years 3 months at enrollment without starting after September, correct? Thanks!

Sorry, I did not see this before.
In this problem, 5 years 3 months is the AVERAGE age at enrollment for children born in August, presumably because it's 5 years 1 month for most and 6 years 1 month for the ones whose parents held them back a year.
It's just like if 90% of those randomized to get an operation actually get it, the average number of operations per subject in that group would be 0.9, but that doesn't mean anyone got 90% of an operation!
