throughout the hw, the phrase of "regress something ON something else" is used.

I am not familiar with people using this type of phrase to describe performing a regression. Is this common parlance in Epidemiology and used commonly by statisticians? 

meaning that whenever I see this in writing or speech I should consider the terms following the ON to be the predictors and the term following the regress to be the outcome?

Yes, that's correct. And yes that is common parlance both in epidemiology and statistics.

In regression modeling, you try to explain the variability in the outcome Y with the variability on your predictors X. You therefore regress Y on X.
